this picture shows the position of the vsv for the heater
it's right in the center of the picture behind the charcoal canister.
this vacuum line has been swapped already

this little valve is not going up and down .
take the vacuum hose that comes from the manifold and plugs down low and plug it onto the top like the picture above will cause the vacuum to open the switch by-pass the actual part thats is cooked. you step on the gas the valve opens and hot water flows into the cabin
